SOLAS Amendment: All Shipments Must Include Weight Information by July 1, 2016

Effective July 1, all packed containers are required to have a Verified Gross Mass (VGM) declared by shippers. The VGM is mandatory through an amendment to the Safety of Life at Sea (SOLAS) adopted by the International Maritime Organization (IMO), a specialized agency of the United Nations responsible for safety at sea.

A container will not be allowed to be loaded aboard a vessel unless the VGM has been provided by the shipper to the shipping line.

Two methods are identified by SOLAS for obtaining VGM:

  1. The shipper weighs the packed and sealed container using calibrated and certified equipment
  2. The shipper adds container tare weight, cargo, packing, dunnage, and all other material stuffed into the container

Freight forwarders have not provided specific forms for providing this information. Please proceed with identifying the actual weight of all packages in preparation for providing VGM data for shipments beginning July 1, 2016.
